Medical Examination, Fingerprinting and Photographing Procedures

Who is exempt from undergoing the new procedures?

• Citizens of the Republic of Belarus;

• Family members of international officials and employees of diplomatic and consular institutions in Russia;

• Foreign nationals with dual citizenship, one of which is Russian;

• Foreign nationals – holders of temporary or permanent residence permits (including temporary residence permit for educatonal purposes). 

Who must undergo the procedures?

All international students arriving in Russia to stay for more than 90 days must undergo medical examination, fingerprint registration and photographing. These procedures must be completed within 90 days from the date of arrival in Russia.

All international staff arriving in Russia to stay for more than 90 days must undergo medical examination, fingerprint registration and photographing. These procedures must be completed within 30 days from the date of arrival in Russia.

What is the deadline for the new procedures?

International students must undergo these procedures within 90 days from the date of arrival in Russia.

In which order must the new procedures be completed?

The procedures must be completed in the following order:

1. Medical examination

2. Fingerprint registration and photographing

* It is possible to undergo fingerprinting and photographing procedures only after passing medical examination and obtaining the required documents.

Where is it possible to undergo the new procedures?

International students undergo medical examination in the authorised medical institution "Clinical Diagnostic Center" (2 Reshetnikovskaya street, Nizhny Novgorod). The service fee is 2,000 rubles. International students are to cover the costs of medical examination. The results can be obtained in 3 working days. Medical examination is required once a year.

Fingerprint registration and photographing is done in the branch of Migration Office (18 Academician Sakharov street, Nizhny Novgorod). The procedure is performed once regardless of the number of entries to Russia.

What are the risks if the new procedures are ignored?

The following penalties can be applied to those who have not completed the established procedures or failed to complete them on time: an administrative fine can be applied, or a period of your stay in Russia can be reduced.

Foreign citizens undertake medical examinations, including blood tests for narcotic substances and possible infectious diseases (e.g., tuberculosis, Hansen’s disease, syphilis, HIV).

Medical examinations include:

• blood tests;

• chemo-toxicology analysis;

• fluorography;

• examinations by neurologist and psychiatrist

Medical Examination can be done in the Diagnostic Clinics. Address is 2, Reshetnikovskaya str. (near Gorky square and metro Gorkovskaya).

Before medical examination better not to eat or to eat so less. If you are taking any medicine or pills, it is better not to take (only if it is so vital to take - you have any diseases or something else).

You need to have a passport, a migration card and registration with you.

Step 1. On the 1st floor there is a wardrobe where you leave your outerwear. They also give shoe covers for free.

Step 2. Go through the turnstile and go up by elevator to the 4th floor. Turn right and there will be a hall, where you will see an employee of the center who makes documents for a medical examination. Say that you are a international student or professor. Then you give a passport, registration and migration card. The employee will make copies and give you consents to the tests, which you sign.

You will be asked to pay 2000 rubles. It is better to pay by card, because to pay in cash you will need to go to the 1st floor to the cashier. You will be given a package of documents that you carry with you in all rooms. You will be also given a plastic cup for urine analysis. Write your phone number and cup number on the passport copy.

Step 3. Go right down the corridor to the end, to the window. There will be a toilet on the right. You take an analysis, then put the cup in the refrigerator in room No. 444, where it says "Receiving tests" (Приём анализов). This room will be on the way back to the right.

Step 4. Then go to rooms 404 and 405 (at the end of the corridor to the right). In room 405 you donate blood for analysis, in room 404 you pass doctors (neurologist and psychiatrist). You can pass them in any order.

Step 5. Then you go to the 7th floor and go to the right to room 701 to do an X-ray of the lungs. It is open until 15:30. During the X-ray, you can breathe, but you just need to stand motionless. After the X-ray, you will have only the receipt that you paid the tests on your hands. You keep these documents.

Step 6. The result will be in two working days after 16.00. You can pick them up yourself on the 4th floor (turn on the left and there will be reception desk). After receiving the documents, you need to send the scans of the results to the email of the International Office (internationalnn@hse.ru )

It is necessary to provide a notarized translation of an identity document (passport) to pass fingerprinting and photographing procedures. 

The Russian Federation has agreements on legal assistance with Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, Uzbekistan. Consequently, citizens from these states can provide a translation certified by a notary in the territory of these states.

Citizens of other states are required to make a notarized translation of their passport on the territory of the Russian Federation.

A notarized translation can be made at the translation agency "NN-Perevod" (office 525, right wing, 32 Varvarskaya street, Nizhny Novgorod). The service fee is 2,100 rubles. International students are to cover the costs of translation. The results can be obtained in 2 days.
