What is voluntary health insurance?

Voluntary health insurance VHI is a type of personal insurance, which allows an insured person to get health services at medical institutions. VHI for international students can ensure protection from life- and health-related risks throughout the period of their stay in Russia.

Why is it important for an international student to have a health insurance?

The acquisition of a VHI for a foreign citizen is a necessary condition for staying in Russia and is regulated by the Russian legislation and internal documents of the University:

- Item 5 of article 27 of Federal law No. 114 of the Russian Federation;

- Rules for providing medical care to foreign citizens on the territory of the Russian Federation (approved by the Governmental decree of the Russian Federation dated 06.03.2013 No. 186);

- Regulations for providing medical care to foreign citizens studying at the HSE.

All international students are required to purchase a health insurance for the period of stay in Russia within 15 days from their date of arrival. During the entire period of study at the University, an international student must have a valid health insurance on the territory of the Russian Federation.

The insurance period is one year. Upon expiration of the insurance, an international student must purchase a new insurance within three business days.

A copy of the health insurance must be provided to the International Office (you can send it to the email address: internationalnn@hse.ru) no later than September 15.

If you arrive for study after September 15, you need to provide a copy of the insurance within 14 days from the date of crossing the border of the Russian Federation.

It is important to remember! For the absence or late purchase of a VHI policy, disciplinary measures provided by HSE local regulations may be applied to international students.

What should the VHI programme include?

1. The VHI programme should include the following services:

- ambulatory care;

- emergency dental care;

- house call;

- specialized in-patient medical care in emergencies;

- emergency hospitalization;

- repatriation of remains.

2. Minimum coverage of at least 300,000 RUB.

Where and how can international students purchase a health insurance?

International students can purchase a health insurance from the representatives of insurance companies recommended by HSE – Nizhny Novgorod.
