Migration Card
What is a migration card? Where to get it and how to fill it out?
When entering the Russian Federation, every foreign citizen must fill out a migration card. Migration cards are issued on planes, trains, buses or by border control officers.
The migration card must be filled out in Russian or in Latin letters, as in the passport. Sometimes an officer of the passport service fills it out himself and returns it to the citizen already filled.
When you receive a migration card, check your Last Name and First Name. They are written as in your visa or in the translation of your passport (if you don’t have a visa).
The purpose of travel should be chosen: Учеба / Education.
Information about the inviting party - as in the visa or HSE (if you don’t have a visa).
When passing through border control, your migration card and passport will be stamped with a stamp about crossing the border of the Russian Federation (it includes the date and the name of the border crossing point).
How long is the migration card valid?
The migration card is valid as long as you stay in Russia.
When leaving Russia, the migration card is returned at the border control. Each time you enter Russia, you are issued a new migration card.
REGISTRATION IN THE DORMITORY
If you live in an HSE dormitory, you must contact the International Office on the 1st working day after your arrival in Russia to start the registration process
Registration (the official name is the Detachable Section of the Notification Form \ Registration Slip) is a document that gives an international student the right to stay in Russia at the address specified in the registration during the period also specified in the registration. Migration registration of foreign citizens must be carried out within 7 days from the date of arrival on the territory of the Russian Federation.
Dormitory: primary migration registration after your entrance to Russia
Upon arrival in Nizhny Novgorod on the first working day after arrival, you must personally submit the documents for the primary migration registration to the International Office at the address: Bolshaya Pecherskaya str., 25/12, office 412 / Lvovskaya str., 1V, office 113.
Primary migration registration can only be carried out for a period of up to 90 days from the date of entry into the Russian Federation. For registration, you must submit the following documents:
- originals of the passport and migration card;
- a copy of all filled out passport pages;
- a copy of the migration card.
The primary registration is made within 5-7 days after submitting the documents to the International Office. We will notify you by email or by phone when your registration is ready. Don't forget to come to the International Office and get your registration!
Dormitory: extension of registration
You must submit the following documents for the extension of the registration period to the International Office not later than 20 calendar days before the end of the primary registration period:
- originals of the passport, migration card, registration;
- a copy of all filled out passport pages;
- a certificate of study (issued in the International office).
Registration is extended until the end of your study at the university.
It is possible to register for the primary migration registration and extend the registration at the same time immediately after arrival in the Russian Federation. To do this, immediately after arrival, you need to request a certificate of study from the International office and submit 2 sets of documents to the International Office (for primary registration and for extension):
- originals of the passport, migration card;
- a copy of all filled out passport pages;
- a copy of the migration card;
- a certificate of study (issued in the International office).
ATTENTION! If you have registered in a dormitory, but do not actually live there — this is a violation of the migration law!
The University is obliged to regularly check the information about the actual place of residence of international students. If you are absent from the dormitory for more than 3 calendar days without notifying the head of the dormitory about leaving, the university is obliged to inform the Migration Service and submit the documents for cancelling your migration registration at the address of the dormitory! This means that you will not have a valid registration from that moment.
If you plan to leave the dormitory for more than 3 days, please inform the head of the dormitory and the International Office by e-mail: internationalnn@hse.ru
Migration registration in the dormitory after staying in a hotel / hostel / apartment
- If you stay overnight in a hotel/hostel in Nizhny Novgorod or in any Russian city before you settling in the dormitory, the hotel/hostel is obliged to issue the original migration registration with the signature and the seal of the hotel/hostel.
- If you live in an apartment for several days before settling in the dormitory, the owner of the apartment is obliged to submit your documents for migration registration and give you an original registration.
- The same applies to staying in a hotel / hostel / apartment in any other city in Russia when traveling around the country during your studies. The hotel / hostel / apartment owner is obliged to submit your documents for migration registration and issue an original registration.
After returning to the HSE-Nizhny Novgorod dormitory
On the first working day after settling in/returning to the dormitory, you will need to submit documents for re-registration to the International Office. You must provide the original of the previous registration from the hotel / apartment!
If the hotel employee or the owner of the apartment refuses to register you - immediately contact the International Office!
REGISTRATION IN AN APARTMENT
If you live in an apartment, you must submit your documents for migration registration within 7 days from your arrival and then extend the registration.
Registration (the official name is the Detachable Section of the Notification Form \ Registration Slip) is a document that gives an international student the right to stay in Russia at the address specified in the registration during the period also specified in the registration. Migration registration of foreign citizens must be carried out within 7 days from the date of arrival on the territory of the Russian Federation.
Primary migration registration after your arrival in Russia
If you live in an apartment (rent; live with friends or relatives; are the owner of the apartment), the owner of this apartment is obliged to to submit your documents for migration registration indicating the address of the apartment when you settle in, at each your entry into the Russian Federation (it can be your first entry or subsequent entry after leaving abroad) , as well as when extending the registration period. After arriving at the apartment, you have 7 working days to register.
The owner of the apartment should contact the Migration Service Department or the Multiservice Center providing state services with the documents:
- originals of the passport and migration card of an international student;
- a copy of all filled out passport pages;
- a copy of the migration card;
- an ownership certificate or passport of the owner with the permanent registration at the address of thу apartment;
- a filled out registration form (2 pcs. in case of submission to the Multiservice center providing state services).
IMPORTANT!
- Before you move into an apartment, sign a rental agreement and pay the rent, discuss with the owner all the situations, as well as the availability of all necessary documents and the periods of migration registration. Find out in advance from the owner of the apartment whether he is ready to regularly put you on the migration registration at the address of the apartment, and whether he has all the necessary documents (permanent registration at the address of the apartment or a certificate of ownership). It is advisable that the obligations of the owner for migration registration are spelled out in the rental agreement.
- When submitting documents for migration registration of a foreign citizen, the owner of the apartment is NOT OBLIGED to provide a rental agreement, to disclose any financial or tax information, except information for confirmation of ownership. Migration registration of a foreign citizen in an apartment does not entail the levying of any taxes and fees from the owner.
- At the first time moving into the apartment, as well as at each re-entry into the Russian Federation, the owner of the apartment after submitting the documents must give you the original registration slip with the specified registration period, the inspector's signature and seal. Please, immediately take a photo/scan of this registration slip on both sides and send it to internationalnn@hse.ru
Extension of registration
Before the end of the primary registration period, the owner of the apartment must submit documents to extend your registration period to the Migration Service Department or the Multiservice center providing state services:
- originals of the passport, migration card, registration;
- a copy of all filled out passport pages;
- a motion of the university for the extension of the period of stay (issued in the International Office);
- a certificate of study (issued in the International office);
- an ownership certificate or passport with permanent registration;
- a filled out registration form (2 pcs. in case of submission to the Multiservice center providing state services).
Registration can be extended until the end of study or for a shorter period (for example, until the end of the rental agreement).
It is possible to register for the primary migration registration and extend the registration at the same time immediately after arrival at the apartment. To do this, immediately after arrival, you need to request a certificate of study from the International office and thw owner of the apartment need to submit 2 sets of documents to the Migration Service Department or the Multiservice center (for primary registration and for extension).
After extension the registration, take a photo/scan of this registration slip on both sides and send it to internationalnn@hse.ru
CHANGING YOUR PLACE OF RESIDENCE
If you are planning to move to a new place of residence in Nizhny Novgorod, please inform International Office.
If you are planning or have already moved to another place of residence in Nizhny Novgorod (to another dormitory, to an apartment, to a hotel or hostel, etc.), inform the International Office in any available way!
We will check the need to reissue your migration registration documents and consult you on how to make a migration registration and when it must be done.
Remember that when moving to a dormitory or an apartment, you must submit documents for migration registration within 7 working days. The hotel or hostel must register you on the day of settle in.
HOTEL OR HOSPITAL
What to do if you are staying at a hotel or if you have been admitted to a hospital.
Hotel / motel / hostel
In accordance with Federal Law No.163-FZ of 27.06.2018, migration registration of foreign citizens is carried out strictly at the place of their actual residence!
If you live in a hotel / apart-hotel / hostel, the hotel is obliged to register you on the day of arrival and for the entire duration of your stay.
- On the day of settle in, the hotel must give you the original registration slip.
- Be sure to ask for a registration slip at the hotel, and keep the original of it - you will need it in the future to make a new registration at your place of residence, if you then move to a dormitory, an apartment or another hotel.
Remember: registration in the hotel ends on the day of leaving from the hotel! After leaving the hotel, you have 7 days to make registration at your new place of residence (in a dormitory, in an apartment, in another hotel). Do not forget that it takes several days to prepare the documents, so you need to submit the documents to the university or to the owner of the apartment on the first working day after arriving at your new place of residence.
Hospital
If you are admitted to the hospital, immediately contact the International Office in any available way.
If you are admitted to the hospital, the hospital will make you a new registration, indicating the address of the hospital and your registration at the previous place of stay will be canceled (the hospital probably won't pick up your registration, but it will be canceled).
Before you leave the hospital, you will be issued with a hospital discharge summary, a certificates of incapacity to study during the period of illness and registration. If you have not received any of the documents, please contact the International Office.
After discharge from the hospital, you need to come to the International Office on the first working day or contact by phone. You will need to apply for a new registration at the place of stay and to do this, provide the registration issued by the hospital.
CHANGING YOUR PERSONAL DATA
If your personal data has changed or you have received new documents, immediately contact the International Office.
If you have changed the following personal data:
- visa (you have received a new visa);
- passport number and date of issue;
- last name, first name;
- citizenship (passport of the Russian Federation);
- place of residence;
- migration card;
- status in the Russian Federation (obtaining a temporary residence permit or permanent residence permit).
you must inform the International Office about the changes in your personal data and submit supporting documents within 1 working day. International Office must inform the Migration Service about any changes in personal data of international students within 3 days. Please note that International Office needs some time to prepare the documents and then to provide them to the Migration Service.
If you live in a dormitory, you must submit the following documents to the International Office:
- originals of the passport, migration card, registration;
- a copy of the document with any changes.
If you live in an apartment, the owner of the apartment must contact the Migration Service Department or the Multiservice center providing state services within 3 days and inform about changes in your personal data and submit documents for a new registration.
Give the owner of the apartment the following documents:
- originals of the passport, migration card, registration;
- a copy of the document with any changes.
