Legal Liability for Unlawful Provision of Medical Services

Student: Klopova Ol`ga

Supervisor: Olga A. Berzin

Faculty: Faculty of Law

Educational Programme: Legal Support and Business Protection (Master)

Year of Graduation: 2025

This graduation thesis explores the legal liability for the illegal provision of medical services in the Russian Federation. The relevance of the topic lies in the absence of a unified legal framework and statistical data regarding improper medical practices. The study examines the concepts of medical services and legal liability, their legal nature, classification, and the conditions under which liability arises. Special attention is given to the analysis of criminal, administrative, civil, and disciplinary liability. The research applies a range of methods, including comparative legal, formal-logical, analytical, and statistical analysis. The scientific novelty lies in the author's definition of a medical service, the justification for codifying administrative liability in healthcare, and a comprehensive legal assessment of violations. The work aims to improve legislation and law enforcement practice, and to enhance protection for both patients and healthcare professionals.
