Course Syllabus


The course explores conceptual issues and practical challenges of regional development based on smart specialization. It discusses global benchmarks, highlights most recent policy initiatives with references to the key theoretical basics of smart specialization. The course prepares students for efficient STI management in both private and public sectors, and blends theory and practice by working on a wide range of cases. The combination of lectures and self-studies enable students to gain insight into smart specialization and entrepreneurial discovery process, understand problems and find policy solutions. Students are expected to present the results of their research projects at seminars with invited experts.

    2.1.The manufacturing context. Global value chains. 2.2.Regional typologies based on key enabling technologies. 2.3.Approaches to finding a region’s niche in the future technologies and markets. Case study. 2.4.Regional benchmarking.
  • B(2)_3. Entrepreneurial discovery process (EDP): from regional priorities to S3
    3.1 Entrepreneurial discovery process as the key idea of smart specialization. 3.2 Stages of entrepreneurial discovery process. 3.3 Leadership and distribution of roles between the state, business and society in the entrepreneurial discovery process. Building trust between participants in the entrepreneurial discovery process. 3.4 Transformation of entrepreneurial knowledge into political decisions regarding future regional development.

    4.1 Determination of or updating regional development priorities: multi-level governance. 4.2.
