Transfer and reinstatement to an educational program

The transfer of students from other educational programmes and other educational organizations to the educational program is regulated by the Guidelines for Transfer of Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at National Research University Higher School of Economics and Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at Other Academic Institutions to National Research University Higher School of Economics.

Deadlines for accepting applications for transfer to an educational programme in the 2025/2026 academic year:
February: from 01.02.2026 to 15.02.2026
June: from 01.06.2026 to 15.06.2026
August: from 01.08.2026 to 15.08.2026

Please note that all steps of a transfer procedure, from submitting the request by the student to informing about the successful transfer to the educational programme by the programme manager, is conducted exclusively through the Transfer to and within HSE University form.

Reinstatement to the educational program is regulated by the Procedure and Conditions for the Reinstatement of Persons Expelled from the Higher School of Economics and the Admission of Students to the Educational Process in Connection with Academic Leave, Maternity Leave, and Parental Leave until the Age of Three.

  • A former student can be reinstated to study at the Higher School of Economics within 5 (five) years from the date of his/her expulsion from the university, regardless of the grounds for termination of the educational relationship.
  • A student who has come out of vacation is allowed to study from the date following the end date of the vacation specified in the vacation order. For the period of vacation, the student retains the place where he studied before going on vacation.
  • A former student can be reinstated to a vacant budget position if the following conditions are met at the same time:
  1. before the expulsion, the student studied at a budget place.;
  2. the student was expelled on his own initiative.
  • A former student can be reinstated to a vacant paid position (if available) regardless of the previous basis of education and the reason for the deduction.
  • A former student who has tuition arrears can be reinstated to a vacant paid position (if any) only if the debt is fully repaid.
In order to start the procedure of renewal or early exit from vacation, an application must be submitted electronically through the SSC, portal Reinstatement to an educational program or Early exit from vacation. You can contact the program manager for the details of your dismissal directive.
Please note that the requests for reinstatement are accepted if submitted not earlier than 5 (five) days before the start of the study period (module/semester/academic year) and within a period of 10 (ten) days calculated from the first day of that study period.
