Transfer and reinstatement to an educational program
The transfer of students from other educational programs and other educational organizations to the educational program is regulated by the Guidelines for Transfer of Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at National Research University Higher School of Economics and Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at Other Academic Institutions to National Research University Higher School of Economics.
Transfer to study at the educational program is carried out in December and June.
Deadlines for accepting applications for transfer to an educational program in the 2025/2026 academic year:
December: from 01.12.2025 to 15.12.2025
June: from 01.05.2026 to 15.06.2026

Please note that:
- The transfer procedure for students from other educational institutions is preceded by the student submitting a transfer application through the specialized electronic service "HSE Transfer Window " (for more information, see section 3 of the Guidelines for Transfer).
- The transfer procedure for students of HSE educational programs is preceded by the student submitting an application through a single window accessible through a special module of the personal account (for more information, see section 4 of the Guidelines for Transfer).
Reinstatement to the educational program is regulated by the Procedure and Conditions for the Reinstatement of Persons Expelled from the Higher School of Economics and the Admission of Students to the Educational Process in Connection with Academic Leave, Maternity Leave, and Parental Leave until the Age of Three.

- A former student can be reinstated to study at the Higher School of Economics within 5 (five) years from the date of his/her expulsion from the university, regardless of the grounds for termination of the educational relationship.
- A student who has come out of vacation is allowed to study from the date following the end date of the vacation specified in the vacation order. For the period of vacation, the student retains the place where he studied before going on vacation.
- A former student can be reinstated to a vacant budget position if the following conditions are met at the same time:
- before the expulsion, the student studied at a budget place.;
- the student was expelled on his own initiative.
- A former student can be reinstated to a vacant paid position (if available) regardless of the previous basis of education and the reason for the deduction.
- A former student who has tuition arrears can be reinstated to a vacant paid position (if any) only if the debt is fully repaid.
